The anti-poverty work in rural areas has made remarkable achievements: according to the current poverty alleviation standards in rural areas, the number of poor people in rural areas in China has dropped from 770 million in 1978 to 30.46 million in 2017, and the incidence of poverty has dropped from 97.5% in 1978 to 3.1% in 2017, contributing to the cause of poverty alleviation in the world. The quality of life of farmers has been greatly improved, and the Engel coefficient has dropped from 67.7% in 1978 to 29.3% in 2017. (6) The rural landscape has undergone fundamental changes.Rural grassroots democratic political construction, spiritual civilization construction, social construction and ecological civilization construction have developed in an all-round way, and the construction of new countryside has been solidly promoted. In 2000, the goal of "two basics" in rural education was realized, and the quality of rural population was improved obviously. In 2006, the agricultural tax was completely abolished in China, and farmers went into battle lightly, resulting in social harmony; The construction of rural ecological civilization is gradually unfolding, and the awareness of environmental protection is increasing day by day. Since the 18th National Congress of the Communist Party of China, great achievements have been made in the construction of "five in one" in rural areas.
Second, the rural reform and development has accumulated rich experience.
(1) We must uphold the Party’s leadership over rural work. Always regard upholding and strengthening the Party’s overall leadership over rural work as a political guarantee for promoting rural reform and development. Since the reform and opening up, our party has deeply realized that the issue of farmers in agriculture and rural areas is a fundamental issue related to the national economy and people’s livelihood. It has held many plenary sessions of the Central Committee to specifically deploy the work on agriculture, rural areas and farmers, and held a central rural work conference every year. The 20 central "No.1 documents" have basically established a mature and stable policy system of strengthening agriculture, benefiting farmers and enriching farmers. This shows the importance attached by the CPC Central Committee and the State Council to the work concerning agriculture, rural areas and farmers, and the most important position of the work concerning agriculture, rural areas and farmers in the work of the whole party. The party’s leadership over rural work is also reflected in constantly summarizing and refining farmers’ inventions and creations in practice, and promoting the experience with universal significance into policies for promotion.
(B) We must adhere to the market-oriented rural reform. Only by adhering to the market-oriented rural economic system reform can we give full play to the enthusiasm, initiative and creativity of farmers. It is precisely because of adhering to the direction of market-oriented reform that the vitality of the broad masses of farmers is competing in generate, township enterprises have sprung up everywhere, and small towns have sprung up like mushrooms after rain. Relaxing the employment restrictions of rural labor force, breaking down the barriers of household registration system, and allowing the rural surplus labor force to flow freely have promoted the rapid acceleration of urbanization. The proportion of urban population in the total population has increased from 17.9% in 1978 to 58.5% in 2017.
(3) We must fully respect the initiative of farmers. We must fully respect farmers’ initiative and rely on farmers to promote rural reform and development. The practice of rural reform and development for 40 years proves that farmers are the main body of rural development and a group full of vitality and creativity. The formation of household contract responsibility system, the creation of township enterprises and the development of grass-roots organizations are all the results of farmers’ inventions and creations. General Secretary of the Supreme Leader pointed out, "We should persistently promote rural reform and institutional innovation, give full play to the main role and initiative of hundreds of millions of farmers, constantly liberate and develop rural social productive forces, and stimulate the vitality of rural development." To implement the strategy of rural revitalization in the new era, we should continue to respect the initiative of farmers and mobilize their initiative, enthusiasm and creativity.
(4) We must persist in safeguarding and developing the fundamental interests of farmers. Realizing, maintaining and developing the fundamental interests of farmers is the starting point and the end result of rural reform. To mobilize farmers’ enthusiasm, the core is to protect farmers’ material interests and respect farmers’ democratic rights, which is the fundamental principle to solve the "three rural issues". The rural household contract responsibility system, such a profound change involving the vital interests of 800 million farmers, has not caused social unrest and turmoil. The most fundamental thing is to safeguard and develop the fundamental interests of farmers. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with the Supreme Leader as the core has always put the people in the highest position, kept in mind the purpose of serving the people, and abided by the ruling philosophy of building the party for the public and governing for the people. Always adhere to the dominant position of farmers, ensure their material interests economically, safeguard their democratic rights politically and promote their all-round development. Persisting in safeguarding and developing the fundamental interests of farmers is the guarantee for continuing to promote rural reform and development and smoothly implementing the rural revitalization strategy.
(5) Adhere to the problem-oriented, step-by-step reform method according to local conditions. The General Secretary of the Supreme Leader pointed out that the reform was forced by the problem and deepened by constantly solving the problem. In the past 40 years, rural reform has been deepened by constantly solving problems. Since the 18th National Congress of the Communist Party of China, the CPC Central Committee has strengthened the problem awareness, adhered to the problem orientation, firmly grasped the "bull nose" of comprehensively deepening rural reform, focused on solving major practical problems such as "who will farm", and further stimulated the new vitality of agriculture and rural areas. Servicemen, non-fresh graduates who are studying, and those who have gone through the formalities of examination and approval (filing) for the employment of civil servants or staff of management organs (units) after January 1, 2019 (including those who have left or canceled their employment) are not allowed to apply for the exam.

The written examination of public subjects is classified and graded. The examination categories are divided into three categories: A, B and C. The examination subjects are both administrative professional ability test and application. For the scope of the examination, please refer to the Outline of the Written Examination for Public Subjects of Civil Servants in Jiangsu Province in 2022 published on the website of the competent department of civil servants.
Candidates for the B-position of the people’s police in public security organs are required to take the written examination of public subjects as well as public security professional subjects. You can check the examination outline on the websites of the competent departments of civil servants and the provincial public security department.
2. Time and place
The written examination time for public subjects is December 11th, 2021, and the specific arrangements are as follows:

The written examination time of public security professional subjects is December 12, 2021, and the specific arrangements are as follows:

In principle, the written examination of public subjects is set up in various districts and cities, and the examination of public security major subjects is set up in Nanjing, Wuxi, Taizhou and Huai ‘an. Candidates should take the admission ticket and the second-generation ID card within the validity period and take the written test at the time and place specified in the admission ticket. The ID card held by the applicant when taking the exam must be consistent with the name and citizenship number of the ID card used when registering.

(2) Interview and professional ability test
Among those qualified in the written test, according to the order of written test scores from high to low, and according to the ratio of 3: 1 to the number of candidates to be hired, the candidates for interviews (professional ability tests) are determined. The written test scores are synthesized according to the proportion of 50% in the administrative professional ability test and the application test respectively. The written test scores of the candidates for the B position of the people’s police in public security organs are synthesized according to the proportion of 40%, 30% and 30% of the administrative professional ability test, application and public security professional subjects respectively.
Before the interview, the recruitment agency or the competent department of civil servants will review the qualifications of the interviewees. Those who fail to pass the qualification review will be disqualified from the interview, and the candidates for the interview will be replenished according to the written test scores from high to low among the qualified candidates who apply for the same position. The qualified line of interview score is 60 points, and the applicant’s interview score must be above 60 points (inclusive) before entering the next admission procedure.
In the interview stage, it is necessary to organize professional competence tests, and the setting of professional competence tests and related matters are published on the portal website of the competent civil service departments at or above the district level.
(C) the total score calculation method
The total score is calculated according to the percentage system, and the specific methods are as follows: written test scores and interview scores account for 50% respectively; In principle, written test scores account for 50%, interview scores account for 35%, and professional ability test scores account for 15%. The written test scores, interview scores and professional ability test scores are all kept to two decimal places, and the third decimal place is treated according to the "rounding" method.
According to the order of the total test scores of the candidates from high to low, the recruitment agency determines the candidates for physical examination according to the ratio of 1: 1 to the number of candidates to be hired, and publishes the information of the candidates for physical examination on the portal website of the competent civil service departments above districts and cities. If the total score is the same, it will be sorted from high to low according to the written test and the administrative professional ability test.
The employment physical examination shall be organized and implemented in accordance with the General Standard for Employment Physical Examination of Civil Servants (for Trial Implementation), Special Standard for Employment Physical Examination of Civil Servants (for Trial Implementation), Operation Manual for Employment Physical Examination of Civil Servants (for Trial Implementation) and other documents. Applicants for the posts of people’s police and judicial police shall be assessed for their physical fitness before the interview. Among those who pass the written test, according to the ratio of 5: 1 to the number of candidates to be hired, the candidates who participate in the physical fitness assessment are determined according to the written test results from high to low. For positions that fail to reach the ratio of 5: 1, the candidates for physical fitness assessment shall be determined according to the actual number of qualified people. The physical fitness assessment shall be carried out in accordance with the Notice on Printing and Distributing the Physical Fitness Assessment Items and Standards for the Employment of People’s Police by Public Security Organs (Provisional), in which the assessment times of 10m× 4 round-trip events shall be adjusted to no more than 2 times. V. Investigation
The recruitment agency shall carry out the recruitment inspection work in accordance with the provisions of the Measures for the Examination of Civil Servants (Trial) and other documents. The investigation highlights political standards, and adopts the methods of field visits, individual talks, reviewing personnel files (student status files), inquiring about social credit records, and interviewing with myself, mainly to understand the political quality, moral quality, ability and quality, psychological quality, study and work performance, law-abiding, honesty and self-discipline, and whether there are any situations that should be avoided, physical and mental health status, and the matching degree with the recruitment position. The candidates who apply for the court, procuratorate, public security organ and judicial system shall also be subject to political examination in accordance with the regulations.
Six, publicity, approval and filing
According to the examination results, physical examination results, inspection and other conditions of the candidates, the recruitment agency puts forward a list of candidates to be hired, which will be publicized to the public after being examined and approved by the competent department of civil servants at or above the district level. Mulberry is our choice for silkworm, and we don’t know what silkworm needs. Only by finding out the key genes can we lay the foundation for gene regulation sites and genetic improvement of excellent traits. Jiao Feng tried his best to start the basic research of mulberry. In the past ten years, he carried out cytology and stress biology research on mulberry polyploid, and at the same time investigated and collected information on mulberry cultivars. After the cost of sequencing the third generation of genome was reduced, during the two years of cooperative research with Professor Jiang Yu, he settled down and sat in an office vacated by Jiang Yu, and discussed with Jiang Yu while sequencing and analyzing. Almost all holidays were spent revising papers, sampling and experimenting. With the tenacity of career as a lifelong struggle and the scientific attitude of seeking truth and being pragmatic, Jiao Feng’s paper as the first author was published as a cover article in Molecular Plants, and the classification of cultivated mulberry plants was cracked by using cytological and genomic evidence.
For decades, the researchers of the Institute insisted on conducting investigations in the germination, flowering and fruiting of mulberry trees, and it was time to go to the fields, no matter whether it was hot summer or heavy rain. "Mulberry trees that are all the same in others’ eyes are objects in our view. Only by going down often can we find their different characteristics and lay a good foundation for breeding. " This is also a habit that Su Chao has kept up to now, using off-duty and holidays to go to the fields to find special materials and solve problems in scientific research and production in time.
When the mulberry trees were cut in summer, they were worried that the workers were not standardized in cutting the experimental mulberry trees, which would lead to inaccurate experiments. They took the graduate students into the field and worked for a whole day, which would last for four or five days. On June 1 this year, two comrades suffered from heatstroke because of continuous work.
In order to complete the cross-regional multi-point comparison test of fruit and mulberry varieties, they carried out field tests and investigations again and again in the face of the wind, sand and hot sun. After more than 20 years, they cultivated a fruit and mulberry variety "Hongguo No.2" with high quality and high yield, which is suitable for fresh eating and processing, and passed the variety examination and approval of Shaanxi Provincial Forest Variety Examination and Approval Committee.
Now, in addition to training 20 doctoral and master’s degree students, the Institute undertakes the construction of Shiquan sericulture experimental demonstration base, northern Shaanxi ecological mulberry experimental station, Guanzhong fruit mulberry base and nearly 500 mulberry germplasm resources and 220 domestic silkworm germplasm resources, especially mulberry and domestic silkworm germplasm resources, which have not been supported by special funds for a long time, and must be investigated and raised by special personnel every year. Finding money is also an important task. In the words of Su Chao, director of the Institute, precious varieties cannot be allowed.
